• In July, Blue Moon Management Services agreed to upgrade its nominated transport manager to a full-time position after North Western TO Beverley Bell expressed concern over the size of its fleet of 17 vehicles and 25 trailers. Bell questioned if the nominated manager could have continuous and effective control when he was also employed as a driver.

• In April, an application for a new licence by Ziggy Norris International Haulage was turned down by Bell following concern that David Hatfield, the nominated transport manager, was simply lending his name to the business. Hatfield was a full-time driver but said he would work 20 hours a week as the manager on Fridays and Saturdays.

• In January, an operator lost his repute after failing to fulfill his duties as the nominated transport manager of another operator. Bell said Mark Skellern had put commercial considerations above road safety after hearing that there had been no maintenance records over a six-month period.
