Which of the following most accurately describes the problem?

IT IS DIFFICULT to square the nasty show of temper at the TUC conference with the decision of a 'Transport and General Workers' Union branch to pay four busmen £6 a week each to prevent a strike. This was the amount deducted from their wages by their employers because they cut short certain Saturday night journeys to avoid being beaten up by passengers.

Arthur Scargill no doubt regarded this as a sta.b in the back. Workers were passing up a splendid opportunity to create industrial unrest and inconvenience the public. I am assuming, of course, that his members were not the drunken, violent passengers of whom the busmen were afraid.
