Which of the following most accurately describes the problem?

not necessarily lie with a continuously variable transmission, according to P. J. Ivens of Ford.

Speaking at a conference entitled "Diesel Engines for Light Vehicles", organised by the Institution of Mechanical Engineers, Mr Ivens said that the efficiency of a CVT is never going to be 100 per cent especially at low load.

Basing his opinion on test results at Ford with a six-speed manual gearbox, Mr Ivens said that it was possible that a multispeed conventional gearbox was the way to go.

This view was shared by Dr P. Hofbauer of Volkswagen, who suggested that a six-speed gearbox, "if handled properly", could give an improvement infuel consumption of 10 per cent.
