Which of the following most accurately describes the problem?

IN a statement to The Commercial I Motor on Tuesday, Mr. J. L. R. Croft who appeared for McPhecs (Newcastle), Ltd., at a public inquiry reported in last week's issue, said that as a result of an interruption by the Northern Licensing Authority, he did not complete a submission that he was making concerning the Guy Warrior light eightwheeler.

After stating that the company had recently acquired at least one Guy Warrior eight-wheeler, he added: "But it is not satisfactory for the particular type of traffic wh i c h McPhees' carry . . ." At this point the Licensing Authority intervened, and Mr. Croft did not complete the sentence. He had intended to say that the vehicle was not suitable for the traffic when a light-alloy body was fitted.

Guy Motors, Ltd., were not responsible for the light-alloy body and Mr. Croft did not wish to suggest that the vehicle would not carry a payload which the manufacturers claimed for it.
