Which of the following most accurately describes the problem?

I N his 1952 report, the Metropolitan Police Commissioner welcomes the efforts of road-safety organizations jointly to combat the accident problem, for, he says, " mutual recrimination can lead us nowhere." He urges that high priority be given to the parking problem and refers to London's congestion problem as " alarming."

The 773 cars and 289 motorcycles of the transport section covered 21,676,634 miles during the year, 1.866,726 fewer than in 1951 because of economies that were introduced to save petrol. Police vehicles were involved in 763 accidents, in 304 of which the drivers were held to blame. This worked out to 71,305 miles per blameworthy accident, a figure slightly better than in 1951, but not up to the standard of previous years. Prison vans carried 65,787 prisoners, nearly 6,000 more than in 1951.

Of 51,728 road accidents in London during 1952, light goods vehicles were involved in 7,977, heavy goods vehicles in 903, buses and coaches in 3,535 and trolley buses in 900.

Detailed route surveys were entailed in 1,850 applications from independent coach operators for new or modified routes, mostly to be covered by fullwidth vehicles. Advice was also sought in connection with 1,383 applications from London Transport.

Licences were granted to 9,447 drivers and 8,100 conductors of buses and coaches, and 1,840 drivers and 2,322 conductors of trams and trolleybuses.

The report is obtainable from the Stationery Office at 3s. 6d.
