Which of the following most accurately describes the problem?

UNLESS more favourable decisions are forthcoming, it seems unlikely that the network of international coach services in 1954 will be much wider than last year. There was nearly deadlock at a recent meeting of the Inland Transport Committee's Working Party of the United Nations Economic Commission for Europe which met to consider requests for permission to-inaugurate new services. Sixteen were refused and decisions on a further nine are awaited.

The working party has agreed -to study the establishment of a programme of integrated coach services, and will pay particular attention to tourist requirements. It will be. undertaken "in a spirit not of competition but of collaboration between the various modes of transport," and will be as much for the benefit of the hotel industry, the balance-of-payments situation and the economy of the countries concerned as for the services themselves.

Two new services, which replace two existing lines recently withdrawn, are: IRU Line 357 Dieppe-Lisbon, and IRU Line 604 Oslo-Milan-Venice, returning through France. The latter has been agreed upon on the condition that passengers are not taken up or set down in France. A line from Boulogne to Salzburg, via Innsbriick, has been partially agreed on, and the remainder is under consideration.
