DEVEREUX Developments is protesting about wheel-clamping firms being able to issue penalty notices as well as vehicle release fees following an incident at Leicester Forest East services.

One of Devereux's drivers, who claimed he had parked for free at the site on a previous Sunday night. stayed at the services on Sunday 5 November. His vehicle was clamped and he was asked to pay a £45 penalty notice charge and £250 to release the truck.

Ken Devereux, managing director of the Billingham. Middlesbrough-based firm, wrote to the clamping company, CF Plus, to determine its policy on parking on Sunday nights and also to query its right to make two separate charges.

Ian 1,angdon.managing director of C' Plus, said it issued a penalty charge as well as a release fee "to ensure compliance". He added that the regulations at motorway service areas were determined by the site occupiers.

Langdon also pointed out that two free hours' parking was provided soil was fair to assume that a driver who has not paid after that time had elapsed had "no intention" of paying up.

Devereux says: "This infuriated me on the driver's behalf.

"Drivers simply do not need this sort of thing when they have to put up with poor transport infrastructure and run the risk of being broken into when parked up.They have a right to a good night's sleep.

Devereux, a member of the Transport Association, says hauliers who belong to the association allow other members to park at their sites.

• CM has received reports of police ticketing trucks parked overnight on the Normanton Industrial Estate near Wakefield, West Nig nts. Most had been handed tickets for not having their parking or side lights on.
