Which of the following most accurately describes the problem?

• German truck driver Wolfgang Emge has been sentenced to five years in jail for tax evasion after he was discovered trying to smuggle nearly 5.5 million cigarettes into the UK.

Customs officers at Ramsgate found one load of cigarettes hidden in bales of wood on Emge's truck in May this year. This was just a month after officers had discovered a similar consignment of cigarettes in Emge's truck—but on that occasion he was released without charge.

Emge, from Offenbach am Main, was found guilty of tax evasion to the tune of over £720,000 when he appeared at Maidstone Crown Court. He was sentenced to five years on each of two charges, to run concurrently
