Which of the following most accurately describes the problem?

• International hauliers who face crippling fines for innocently transporting illegal immigrants may benefit from a new insurance scheme.

Croydon-based Truckinsure has launched a policy called Stowaway that promises to pay £2,000-a-head stowaway fines. The company says a haulier simply has to prove that he followed the Home Office code of practice and that an appeal can be made. Owner-drivers are often hit hardest by the fines, with confiscation of their vehicles commonplace—Truckinsure promises that money will he sent out within 12-14 days of a claim providing all the paperwork is correct. Premiums are around £500 per vehicle.

RHA Insurance Services says it has been looking into this area and has a scheme "in the pipeline".
