Which of the following most accurately describes the problem?

• West Midland LA John Mervyn Pugh has warned Wednesburybased GKA Transport that its 0-licence is in extreme jeopardy.

He adjourned consideration of disciplinary action for a month while the company puts its entire fleet through fresh annual tests.

Director Geoffrey Aston said the company had been granted a licence in May; he had previously held a licence which had expired. Aston had entered a voluntary arrangement to avoid bankruptcy when a major customer went into liquidation owing him a lot of money. He had now formed a limited company.

Mervyn Pugh said that a series of prohibition notices had been imposed on the company's vehicles; one vehicle being in a disgraceful state.

Aston said that the company had been handling its own maintenance but this system had not worked out.

GKA was running 10 vehicles at the moment, but there were only six vehicles on the licence; the others were non-licensed vehicles. Two brand new vehicles had just been bought.
