• NHS chief executive Duncan Nichol wants to encourage the use of semi-privatised ambulance services for nonemergency work.
Northumbria's ambulance service has saved £400,000 by using a bus company for nearly half of its non-emergency work, but there are fears that the quality of service would suffer. Would-be operators need no licence and as yet no internal or governmental controls have been set up.
