Which of the following most accurately describes the problem?

• The PSV Operator's Licence held by Traject, trading as Abbeyways, has been renewed for two years only, but with an increase in the authorisation on the licence from 12 to 40 vehicles, by North Eastern Traffic Commissioner Frederick Whalley.

Evidence was given by a vehicle examiner at a Leeds public inquiry that all but one of the vehicles were maintained by outside contractors. He felt that the company was capable of maintaining 40 vehicles provided they continued to put the work out.

Stephen Ives, a director, said the company was seeking an increase in vehicle authorisation because of the policy of the West Yorkshire p-rE that an operator must have a sufficient number of vehicles authorised to undertake any contracts tendered for.

Asked about convictions for failing to display PSV Licence Identity Discs on two vehicles (CM 14-20 September), Ives said the vehicles had been picked'up after maintenance and, though the drivers had constantly been reminded about swapping discs over, they failed to do so on those two occasions. The vehicles are no longer swapped around.

Whalley said he had some reservations about the company's ability to maintain the large number of vehicles. A two-year licence would give an opportunity for an early review.
