Which of the following most accurately describes the problem?

• Sheffield independent, Yorkshire Terrier, has complained to the Office of Fair Trading about South Yorkshire Transport, less than a month after the OFT pronounced judgement on SYT in another case.

Allegations of unfair and predatory competition against Sheffield independent Mike Groves were accepted by the OFT, but no action was taken against SYT. The OFT accepted SYT's assurances that action taken in 1987 would not be repeated, but the OFT warned that it would watch the Sheffield situation closely.

Now Terrier has alleged that a whole series of predatory practices listed in the OFT report are still being used against its own buses. A dossier has been sent to the OFT.

Terrier was formed last year by five former SYT senior managers and is now the city's largest independent.

ID South Yorkshire Transport is moving to consolidate its newly-acquired subsidiaries with the acquisition of the shares of Hallam Bus and its subsidiary SUT.

Last month SYT acquired the Sheffield and District business from Caldaire and agreed terms for the purchase of independent Sheaf Line.

Connections between SYT and Hallam Bus were denied when National Express sold its SUT business last month.

Hallam Bus's depot at Charlotte Road and SUT business will be merged later this year with SYT's Sheffield and District company. The two will be combined into a 100-vehicle subsidiary. The deal depends on harmonisation of pay and agreements between the two companies — and it has not yet been decided whether the company will operate as SUT or as S&D.
