Which of the following most accurately describes the problem?

resources is being devoted to road construction—nearly 7 per cent in 1962-63 compared with 4.7 per cent in 1958-59. This is stated in "Roads in England and Wales ", the annual report for the year 1961-62, presented to Parliament by the Minister of Transport and on sale this week. (H.M. Stationery Office, price 6s. 6d.) The Ministry's overall plan, evolved in 1960, set a target for the construction of about 1,000 miles of motorway and construction or modernization of nearly 1,700 miles of trunk road. In the two years to March, 1962, 62 miles of motorway and 106 miles of new or reconitructed trunk roads were opened; and a start was made on a further 155 miles of motorway and 78 of trunk roads.

The aim over the next five years is to improve the major routes that are most heavily loaded, and priority is given to routes carrying a high proportion of commercial traffic.

Campaign Against. 'Unsavoury' Cafés NAB. WILLIAM PROUDFOOT, Tory .1-V1 M.P. for Cleveland '(Yorks), is on the warpath against unsavoury transport cafes. He has prepared a question for the Minister of Health through which he hopes to raise the issue on the floor of the Commons. Had he been successful in the ballot for private members' bills, I understand, Mr. Proudfoot was hoping to bring in legislation for tighter inspection and control of these cafes.

Mr. Proudfoot may find that his campaign. has been anticipated by the Government's Shops and Offices Bill. This includes cafes and restaurants.
