Which of the following most accurately describes the problem?

• The duration of the 0-licence held by Kenneth Standage, trading as Star Trucking of Morley, has been cut to expire in 12 months and he has been given a strong warning about the way he conducts his operations.

Standage holds a licence for eight vehicles and six trailers with a declared operating centre at Robson's Haulage Yard, Castleford, North Eastern DLA John Hampton said that complaints had been received about vehicles and trailers parked in Morley at nights and over the weekend. Standage had also failed to declare a number of convictions and was not submitting his vehicles to his authorised maintenance contractor.

Hampton said that a letter from Humberside Transport, which currently undertook the maintenance, stated it would not be responsible for the condition of the vehicles as they had not been submitted regularly.

Standage said that vehicles that had to leave early parked in Morley next to an international haulage company which operated 24 hours a day. He alleged that the complaints were sour grapes because he had refused to sell a neighbour part of his garden.

Standage added that he had twice run vehicles after the tax had run out because sufficient money had not come in to tax them. Financial evidence was heard in private at Standage's request and Hampton said that the business appeared reasonably sound financially — but Standage had to take a firm hold of his operation, otherwise he would lose his licence.
