Which of the following most accurately describes the problem?

• The Freight Transport Association increased its membership by 80 last year to 13,543 firms, and over the past four years it has improved its annual turnover by 38%, from £4.7 million to £6.5 million.

According to FTA president Stuart Phillips: "We are now employing fewer adminstrative staff than we did in 1983. Indeed, both prime and oncosts have increased at a slower rate than our turnover. This has been achieved by the increased use of computer technology and by the sound overall management of our affairs."

The FTA reckons that the extra cashflow is largely due to its expanding member services. Last year the association carried out more than 100,000 vehicle safety inspections, nearly 500,000 tachograph chart inspections and sold 11 million tachograph charts, while its scheme to recover VAT incurred overseas netted more than 2100,000 for those members who used the service.
