Which of the following most accurately describes the problem?

THE Transport and General Workers Union in Tyneside has imposed a new "agreement" on employers in the area which will give drivers an £83 basic weekly wage instead of the current £80.

But the Road Haulage Association says that no negotiations have taken place with the union and that no agreement effective from June has been made. The RHA admits that a Joint Industrial Council has been requested by the TGWU and that the employers have declined.

It appears that some hauliers in the area are prepared to pay the £3 per week extra and that others either refuse or cannot afford to pay the increased rates. The union is threatening industrial action against those hauliers who refuse to pay.
