• A South Wales operator who carries heavy oils for hospitals has been granted an interim licence, despite objections from neighbouring residents when he moved his operating centre without authority.

Francis Marks was seeking licence authority for the move to a site on the Rhose Industrial Estate at Caerphilly. He also wanted to increase the authorisation on his licence from five vehicles and five trailers to seven vehicles and seven trailers. Marks said he had moved from Queens Dock, Cardiff to Caerphilly because of vandalism.

Resident Keith Pugh claimed that to gain access to the proposed operating centre the vehicles had to turn right over land owned by his mother.

For Marks, Paul Carless said he had an agreement with the landlord and he had been unaware there was a problem. Marks was seeking to regularise what was currently an illegal operation.

Marks agreed the whole area was a terrible mess, and added that he was willing to pay for any fencing needed at the site. He had only just been told about the access and he accepted that if there were problems he would have to go back to his original operating centre.

Granting interim authority for three months, Mervyn Pugh said he would give time to establish who actually owned the land on the left-hand side of the entrance.
