• Bank guarantees of about £96 per vehicle tonne will have to be provided by all would-be EC hauliers under a scheme agreed by common market transport ministers in Brussels on Tuesday. • Bank guarantees were the most controversial part of a package of rules governing access to the haulage profession when the Single European Market (SEM) begins after 1992.

During talks in Brussels the Belgiums, Danes andGermans opposed any upper limits to the amount hauliers will have to provide in guarantees. This would have meant that 40tonne truck operators would have had to post guarantees of 2,840 per vehicle. But after pressure from Britain and six other governments it was agreed to accept a cut-off point at 3,000 ECUS (about £1,920). These guarantees will apply to vehicles of six tonnes and above.

Hauliers will also have to satisfy the Licensing Authorities that they are fully competent: They must have had five years' experience or have passed an examination such as that for the CPC.

Little progress was made on the proposed three-year trial cabotage scheme which the Spaniards would like to start next year with 4,000 permits.

As Commercial Motor went to press, ministers were discussing two, three and fouraxle weights and Britain's exemption from the 40-tonne rule.

The UK Government was hoping the decision would be put off until the next Council meeting in June.
