Which of the following most accurately describes the problem?

• South Wales bus operator Clayton Jones has been fined £40 by the Pontypridd magistrates for driving a coach on the wrong side of a keep-left bollard while picking up children from a school.

Jones, managing director of Shamrock Private Hire, admitted failing to observe a traffic direction.

Prosecuting, Julie Edwards said that Jones had driven on the wrong side of the bollard when he arrived at the school. When stopped by a police officer who had observed the incident, Jones complained about vehicles being allowed to park on double yellow lines, saying that he had not been able to turn right because of a parked car. The magistrates endorsed Jones's driving licence with three penalty points.
