Which of the following most accurately describes the problem?

Six drivers from Sandwichbased Romac Haulage had their HGV licences suspended for tachograph offences by South Eastern Licensing Authority Brigadier Michael Turner last week.

The month-long suspension followed a hearing in December when the drivers were each fined up to £995 by Dover magistrates. Turner ordered the suspensions prior to a public inquiry called to consider an application for the renewal of Romac Haulage's five-year international 0-licence.

For the company, Colin Ward argued that the tachograph offences had not been condoned by the company, but had arisen because the drivers were confused about drivers' hours regulations as they apply to ferry crossings. There was no evidence that the company had abetted the drivers.

Romac has now taken the correct course, by sending its tachograph charts to outside contractors for checking, argued Ward. He added that the drivers should not be punished a second time.

Turner renewed Romac Haulage's 0-licence for one year only.
