Which of the following most accurately describes the problem?

Transport, of North Shields, have been adjourned by North Eastern Deputy Licensing Authority Brian Horner to enable Cooper to produce up-todate accounts.

Horner indicated at a Newcastle-upon-Tyne public inquiry that he was concerned about Cooper's convictions and financial standing. The 1987 accounts showed the business was running at a loss. For Cooper, it was said that the 1988 accounts had not yet been finalised.

Adjourning the hearing until April, Homer said Cooper had been informed that up-to-date accounts were required to be produced by 20 February.

Cooper's failure to produce these had resulted in a waste of public time and money. The performance of the business was in question, and the lack of information gave the impression it was a flimsy set up.
