Which of the following most accurately describes the problem?

• Nine out of ten foreign lorries stopped by Hertfordshire police last Thursday failed road safety checks.

Out of 45 lorries stopped, 11 were impounded overnight. Their drivers appeared in Watford Magistrates Court the following day on more than 28 different weight and insufficient-rest-period charges. The 11 offenders were fined a total of £5,750.

An Italian truck was found to be more than 9.25 tonnes over the 38-tonne limit with a tachograph wound back more than four hours. The driver was fined £900.

Less than 10% of the trucks in the check conformed to safe

ty standards; many vehicles failed on faulty tyres and badlydistributed goods.

A spokesman for the Department of Transport says that truck drivers in Britain can expect further safety blitzes: "There is no way we will allow either foreign or British lorries to be overloaded on UK roads," he warns.

"Drivers are taking a big risk overloading their vehicles. With our new automatic screening devices we can pinpoint offending lorries, and anyone caught breaking the law will be put onto the Licensing Authority's computerised black book, which could lead to the loss of an operator's licence."
