Which of the following most accurately describes the problem?

• Axle manufacturer Rubery Owen-Rockwell has extended its links with the Dutch trailer suspension manufacturer Weweler NV, following its acquisition of all the nonnegotiable voting shares held by the Weweler management team for "an undisclosed sum".

RO-R already distributes Weweler air suspension in the UK, under the name Flexair, with some 30% of the Dutch company's air-suspension turnover supplied to RO-R for distribution. Rubery OwenRockwell says that this figure "is expected to grow considerably over the next two to three years".

Managing director Ritchie Costley reports that the deal will "safeguard the current distribution enjoyed by RO-R, and enhance future development of both companies". The agreement, however, will not involve any transfer of Flexair production to the UK — at least in the short term.

RO-R's axle plant at LlaY, near Wrexham, is expected to produce 70,000 trailer axles this year, and provide a turnover of £60 million. It has an 80% share of the UK trailer axle market, and 50% of the air-suspension sector, which is currently growing at around 20% a year.
