Which of the following most accurately describes the problem?

Last year, the Department set up a "dynamic" axle weighbridge system, the first of its kind in the West Midlands, to be permanently sited at Quinton near the M5 motorway. It is used jointly by the County's Consumer Services Department, Police and Department of Transport Traffic Examiners.

Chairman of the Consumer Services Committee, Councillor Mike Hilburn, said: "Over the last 20 years, the number of lorries on the road has increased five times. Surveys have shown that in one third of the cases prosecuted, the drive-axle was 70 per cent above the weight known to damage roads. We will be doing our utmost to ensure overloaded lorries do not damage West Midlands roads by carrying out a comprehensive series of tests."
