Which of the following most accurately describes the problem?

• The South-Eastern LA decided to curtail two vehicles from the licence of Family Laundries Ltd, of Bartholomew Street, Newbury. Berkshire, at an inquiry at Reading last week.

Mr Leonard Woolley, a DoE vehicle examiner, said he inspected five vehicles at the firm's premises in March.

One had defective steering and another defective brakes and loose U-bolts. Two others had minor defects but they did not constitute any immediate danger. The fifth vehicle was satisfactory. There were no inspection records or drivers' briefing reports on the premises, he said.

Mr A. Edwards, representing the firm, said: "I must confess I failed to appreciate the importance attached to inspectors' records until Mr Woolley paid a visit.

"But we now have an inspection record card for each vehicle and the other documents required."
