Which of the following most accurately describes the problem?

• The chairman of the National Bus Company, Mr F.A.S. Wood, and his executive board, are, says the NBC, "to explore every potentiality for making bus travel more attractive to the public, and of persuading car owners that it is often cheaper, easier and quicker to take a bus into town and so avoid parking problems while reducing traffic congestion. In this context, the attitude of local authorities to bus priorities in urban areas is a major factor".

A pilot marketing study is being carried out by a London-based firm of consultants, Michael Garratt and Associates Ltd. The consultants will make a detailed study of two of NBC's provincial companies and their operating areas: Trent Motor Traction Company, and Hants and Dorset Motor Services Ltd. All aspects of the ways in which these companies ascertain and cater for bus service needs in their areas will be examined, and facts and views will be sought from members of the public, local government departments, employers and other organizations. The consultants are to report in the autumn.
