A Under Section 174 of the Road Traffic

Act 1960 a Licensing Authority is obliged to grant a contract A licence if satisfied that the applicant is a fit person to receive the licence. Conditions are attached to the licence to ensure that the vehicle(s) will be used solely for the period of the contract and for the work specified.

A contract A licence is granted for not less than one year and before granting it the Licensing Authority will satisfy himself that the applicant is being paid an adequate rate for his work. But there can be no objections from other operators.
