Which of the following most accurately describes the problem?

AT application is to be made to the Northern Traffic Commissioners by Sunderland Corporation Transport to operate express buses from Herrington, Ryhope and Silk sworth to and from the town centre during peak periods. The buses would make only two or three stops and a fare of 6d. is proposed.

The application is likely to be hotly contested by the Northern General Transport Co. Ltd and its subsidiary, Sunderland District Omnibus Co. Ltd. The three districts only recently came within the borough boundaries and are not served at present by any Corporation buses.
