Which of the following most accurately describes the problem?

Ei I you ore going to be stopped by the police, make sure it's not on a US highway. In Frederick, Maryland, 58-year-old Ester Maria Pena was driving to her ladies church group. Looking for her turning, she made the mistake of slowing down in the outside lane—where the speed limit is 55mph—to a speed of 38mph. Then, not realising the police siren behind was meant for her, she carried on for some miles. When she finally pulled over she was bundled out of the car at gunpoint by officers, handcuffed arid taken to the detention centre in Frederick where she was clapped in leg shackles and locked in a cell for three hours. She was charged with "fleeing and eluding" and impeding the flow of traffi —driving too slowly. it is not known whether Pena will ever be able to show her face at the ladies church group again.
