Which of the following most accurately describes the problem?

• Volvo Trucks (Great Britain) has successfully completed performance testing of its first FL6 water tender for a fire brigade. The FL616, with crew cab conversion by Fulton and Wylie of Irvine, will go into service with County of Clwyd Fire Brigade at Colwyn Bay in North Wales within the next few weeks, after being fitted with a Gran Girling Skidchek anti-lock brake system.

Last week, the FL6 was taken to the Ministry of Defence's Royal Armament Research and Development Establistrment test track at Chertsey, Surrey, for the acceleration, hill-climb, braking, and tilt tests specified by the fire brigades' Joint Committee for Design and Development. One of the committee's requirements is for the vehicle to be able to tilt to an angle of 350 without toppling.

The Clwyd vehicle is plated at 16.26 tonnes GVW and is fitted with an 1,800 litre water tank. Its 151kW (206hp), TD61F, 5.48 litre engine drives through an Allison MT645 automatic gearbox. This is the third FL6 to go into service with British fire brigades. The first two are turntable ladder appliances. Clwyd has two 14-tonne GVW FL614s on order as part of its 1988 replacement programme.
