Which of the following most accurately describes the problem?

THE appeal of Machin's Transport (Surfleet) Ltd. and others against the grant of an additional A-licensed vehicle to G. W. Pell (Kirton) Ltd. (The Commercial Motor, June 25) has been allowed by the Transport Tribunal.

In a reserved, written decision the Tribunal considers Pell's present fleet is sufficient to cope with all the demands ordinarily made on it as regards especially heavy catches of fish, and feels it would be wrong to use this as the yardstick by which to measure the requirements of permanently licensed vehicles.

The Tribunal adds: "While it may be prudent in some circumstances to licence vehicles to meet a future need, normally a considerable degree of particularity with regard to future need is requisite."

The order will not take effect for a period of 14 days to give the respondent time to make arrangements in conformity with the decision.
