Which of the following most accurately describes the problem?

ROAD hauliers are seeking, and in many cases obtaining, increases in rates ranging from 34 to 6 per cent. This was stated by The Financial Times this week as the result of an area-by-area survey carried out a fortnight after the Prices Board report.

Hauliers were claiming that while the report had had the effect of prolonging negotiations, they were confident that eventually they would win rises of the size they had originally contemplated.
