Which of the following most accurately describes the problem?

Fish hauliers in Scotland say foreign imports may soften the impact of swingeing cuts in North Sea quotas coming into force next month.

Marshall Watson, general manager of Peterhead Transport, which is entirely dependent on fish, says: "It all depends on how much fish conies in from the Faeroe Islands and other sources. It could all land in the Humber and never see the North of Scotland. We just don't know."

Raymond Simpson, managing director of Aberdeen-based R&J Simpson, which has a fleet of nearly 50 vehicles, says it is unlikely that all the imports from Faeroe will go to Aberdeen and Peterhead. "I think they could end up going direct to fish merchants in London or whatever."

The hauliers say prospects for their sector will not become clear until the middle of next month.

Quotas of cad, haddock and whiting are being nearly halved by the European Commission in order to preserve stocks (CM 28 Nov4 Dec).
