Which of the following most accurately describes the problem?

A family of Yorkshire hauliers has claimed to be the victim of a dirty tricks campaign and vendetta con ducted by the Traffic Area Office. The allegations came at a Huddersfield Public Inquiry where Faircharm, of Horbury, and Red Lion Transport, of Lepton. were before the North Eastern Deputy Traffic Commissioner Mark Hinchliffe for disciplinary reasons.

The DTC was also considering an application for an Operator's Licence for one vehicle and one trailer by Faircharrn's sole director Kevin Ward. Ward said that the TAO was pursuing a vendetta against him, ignoring correspondence and repeatedly targetting his firm's vehicles.

He also admitted that he had been a director of Polaw, a company whose licence was revoked in 1997, (CM 24 July 1997) and another firm, Summerhose. He said he had just taken over as sole director of Faircharm from his father, Graham Ward, who was the sole director of Red Lion Transport.

Kevin Ward's wife, Elaine Richardson, the CPC holder for Faircharm and Red Lion Transport, said that they were subsidiaries of Summerhose, whose sole director was now Graham Ward. Red Lion had previously been named Wakefield Bulk Transport, whose directors had been Stephen and Helen Hirst.

The DTC pointed out that a Summerhose application had been refused in February 2000 because Grah; Ward was held not to be of good repute.

Also a letter that Richardson claimed to hE sent to the TAO saying that Graham Ward h become a director of Red Lion in August 2000 some six months after he lost his repute—had r been received.

Richardson said that Faircharm had been pi chased from the Hirsts by Summerhose in ea 2001. She maintained the TAO was told tt Graham Ward had become a director Faircharm. But Graham Ward said th Summerhose no longer owned Faircharm.

He alleged that the TAO had mounted a "dir tricks campaign" against the family since 1974. The TC said that he would deliver his decisii in writing.
