Which of the following most accurately describes the problem?

• The Road Haulage Association is appealing to the Transport Tribunal against the North Eastern LA's decision to grant John Dee a full 0-licence.

In December North Eastern LA Frederick Whalley granted a two-year national licence to run 76 trucks and 200 trailers (CM 19 Dec-2 Jan).

This has been branded as "perverse" by the RHA's lawyer, Stephen Kirkbright.

Kirkbright is disputing three of Whalley's findings: that John Davison was fit to hold an operator's licence; that the company and its two directors were of good repute, and the company was of good financial standing.

John Dee licence hearings in four other areas are likely to be delayed until after the appeal.
