Which of the following most accurately describes the problem?

• Mr. J. G. Kaine was granted the addition of a three-ton trailer to his B licence in Manchester on Tuesday. The conditions were to carry for British Tar Products Ltd. and Hoechst UK Ltd. The North Western LA, Mr. P. G. Haywood, said that the letters from the company, in support of the application, were impressive.

Mr. J. A. Backhouse, for Mr. Kaine, explained that the trailer was needed as British Tar Products and Hoechst were changing to transporting their goods in bulk. All goods had previously been carried in drums. British Road Services Ltd., it was contended that Archbold's had no Glasgow-based A vehicles, no licences which allowed it to carry the type of traffic which it was in fact carrying.

In Scotland. they said, Archbold's was essentially regarded as a collection and delivery operator. feeding into its authorized trunk services. The very substantial carrying for Colvilles was done by return loading of Archbold's own and sub contracted vehicles. The company now wanted to duplicate in Scotland the recent grants made to it in the Yorkshire, Metropolitan and Northern areas.
