Which of the following most accurately describes the problem?

• In future, training officers of training groups will have to be employees of the Road Transport Industry Training Board. Existing groups will be encouraged to allow their training officers to become Board employees, but this will not be compulsory.

This move has been given Board approval at top level, and is now to be put to the industry, The intention is that new groups should be free to select their training officer, though Ri ITH would wish to be involved in the initial vetting; but once a man has been selected he will become a permanent RTITB employee, acting on secondment to the group.

The Board's principal reasons for making this change are that it will offer better job opportunities to training officers and overcome some pension problems; the RTITB has also been influenced by the experience of other training boards.
