Which of the following most accurately describes the problem?

• The 77,000 busmen employed by municipal undertakings have been awarded an increase of 7s 6d in the two-week holiday bonus. The award was agreed at a meeting of the National Joint Industrial Council in London last week and will take effect this summer.

The busmen already receive their basic pay for the holiday period plus an extra £2, based on average earnings. Increases in basic wage rates over the past five years have led to the reassessment of the bonus. This will have to be approved by the Ministry of Labour, which has already stopped the busmen receiving their £1 per week pay increase on basic rates.
