Which of the following most accurately describes the problem?

A BRISTOL firm of hauliers, Fitzgerald and Morgan, Ltd., were successful in their application to the Western Licensing Authority at Bristol last week to acquire an additional vehicle of 5 tons mainly for the transport of scrap rubber (including tyres and tubes) within a radius of 150 miles.

The application was opposed by British Railways, for whom it was said that if they handled the traffic they would be ableto provide an articulated vehicle to: move the scrap rubber loads from railhead to consignee. But they agreed that this would not obviate the inconvenience of double handling, and that there would be a charge for the container in addition to tonnage.

I must grant this application, said Mr. S. W. Nelson. The railways had an unlimited number of trucks, but the question Was: Were They Stlitable?
