Which of the following most accurately describes the problem?

Pl.A WARNING was given by Mr. F. Williamson, North Western Licensing Authority, at Macclesfield on Monday, to Mr. J. McGregor, chairman and managing director of McGregor Haulage, Ltd., Oldham, that the company's activities ...were being investigated by the Licensing Authority, and action against them was being considered.

The company had applied for a contract A licence to carry coal from the Bentinc Colliery, Mansfield, to Chadderton, for Hargreaves (Lancashire), Ltd., for power stations in that area. In order to work the contract. McGregor's had hired 16 vehicles without drivers to supplement four of their own, Mr. McGregor said he understood he was entitled to start work and had therefore been operating since October 23. When some of the illegalities had been pointed out to him he had employed vehicles with drivers.

Mr. Williamson then questioned Mr. McGregor about his previous business and examined the licences of the four tippers owned by McGregor Haulage, that were operating on the contract. Mr. McGregor attributed errors in two of them to carelessness of former employees. GERMAN ROAD FLEET GROWING ATEST figures issued in West Germany show that on July 1, 1960. there were 644,000 goods vehicles and 32,000 buses and coaches operating on the country's roads. This represents fleet increases of, respectively, 6.6 per cent, and 6.1 per cent. over the figure recorded for the previous twelve months.
