Which of the following most accurately describes the problem?

• The figures you mentioned (Comment, May 24) regarding high reported driving limit offences in West Germany against "none" in the UK is, I agree, truly astonishing.

British Bobbies are truly wonderful!

Doubtless members of the general public notice many other reportable offences, but, luckily, the tolerant British realise what a valuable service heavy lorries are performing and so are as reluctant as myself to report the offenders.

You also mentioned the ultimate harm passed on to operators by any fall in respect of the Transport Minister. Again I agree, but here add that operators can endanger the good reputation of the whole industry by the thoughtless conduct of individual drivers.
