Which of the following most accurately describes the problem?

• A bid for a new national licence by Durham ownerdriver Frederick Barron has been adjourned for further enquiries by North Eastern Deputy Licencing Authority George Smedley because of Barron's unauthorised use of his vehicle.

Barron, of Langley Moor, said his previous licence had been prematurely terminated. He had been hauling coal at the time of the miners strike and had sold his vehicle. He acquired another in June.

In reply to Smedley, Barron admitted he had been using the vehicle without a licence. He said that he submitted his application in March and agreed that in April he had been fined £300 after being convicted of six offences of falsifying tachograph charts by the Durham Magistrates.
