Which of the following most accurately describes the problem?

ALL-OVER advertising buses are to be phased out of Merseyside PTE's fleet because not only are they considered unsightly but for long periods they are off the road when being repainted.

This was decided by Liverpool's passenger transport committee last week.

Mr F. A. Moffat, directorgeneral, said that the annual income from each of the six multi-coloured advertising buses was £1,400. The revenue brought in by advertising through normal side panels and interior posters on the rest of the fleet amounted to £65 a year from each bus. Existing advertising contracts would be honoured until expiry, but if an advertiser was prepared to extend the contract for an extra 12 months, without requiring repainting of the bus, the PTE would be prepared to do so.

Another problem was that originally the advertising buses.had been painted by an independent company, but the PTE's own painters claimed that it was really their job. However, it was found that the PTE's, painters took 26 days .tol complete the job as opposedl to 10 days by the otherl company.

It had originally been estimated that the revenue from the advertising buses would, over five years, have been enough to pay for the vehicle in conjunction with a I Government grant.
