Which of the following most accurately describes the problem?

A MEMORIAL award to commemorate the late Frederick Speight, who died earlier this year is being organised by the Passenger Vehicle Operator's Association. It will be made through the Chartered Institute of Transport and will be aimed at encouraging study and research connected with the passenger vehicle operating industry.

The PVOA is asking for contributions from the industry in order to finance the award and cheques, made payable to the Frederick Speight Award, should be sent to the PVOA at 12 Emerald Street, London WC2N 30E.

Fred Speight was the PVIDA's first chairman, and remained a member of its national council until his death.
