Which of the following most accurately describes the problem?

A NEW PUBLICATION issued free by NEDO Books this week is designed to help operators with export cargoes to cut time at docks. It lists 43 docks, gives their addresses and telephone numbers, and also lists agents' names, for the whole of the United Kingdom Similar information is given for container bases, inland clearance depots and inland rail depots. The idea is that operators will contact the docks or depots and make an appointment, thus eliminating queueing time. The publication is available from NEDO, Mill Bank Tower, Mill Bank, London SW1P 4QX.
