Which of the following most accurately describes the problem?

• TUC concern that the House of Lords may defeat the Transport Bill's main intentions is expressed in a letter which the general secretary, Mr. George Woodcock, has sent to the Minister of Transport.

Referring to the Lords' amendments, the letter says that some of these "conflict directly with proposals which the TUC's General Council has supported and which are, in their view, of fundamental impor tance to the Bill".

Objections are made, among others, to amendments which could delay the setting up of PTAs until after the report of the Royal Commission on local Government and to the delay in the reduction of the legal maximum on drivers' hours until the MoT can instal tachographs.

The TUC seeks an assurance from Mr. Marsh that he will not allow the House of Lords to upset the main purposes of the Bill.
