Which of the following most accurately describes the problem?

• A major reorganization of services in North East London will be introduced by London Transport on September 7. The scheme, which will be introduced on the same day as the Wood Green satellite scheme in North London (CM, last week), will be largely based on the northern terminus of the new Victoria Line at Walthamstow Central.

The reorganization will involve several hundred buses in ail, the creation of seven completely new routes and changes to 19 existing services. One of the most important features of the changes will bea new 6d flat-fare circular route, W21, centred on Walthamstow Central station, and operated by standee single-deckers similar to those to be used in the Wood Green scheme.

Two other new routes, together with part of an existing route will be operated by 50-seat o-m-o single-deckers at normal fares. These buses will have a wide front entrance/exit only.
