Which of the following most accurately describes the problem?

• In preparation for the goods vehicle plating and testing scheme which starts in October 1968, the Minister of Transport has now issued directions setting out the examination procedure.

The directions state that all examinations of heavy goods vehicles must take place at Ministry Testing Stations; that they must be carried out, as necessary, by roller brake testing machines and other suitable apparatus and that visual or other physical methods can be used for tests which do not require apparatus. Standard methods of goods vehicle examination have already been published in the "Goods Vehicle Tester's Manual".

The directions make it clear that examiners are not required to dismantle parts or equipment of vehicles and are not to handle any load carried by a vehicle.
