Which of the following most accurately describes the problem?

• A quick increase in the 2s 6d flat rate toll for using the Forth road bridge–probably involving sharp differentials for commercial vehicles–has been recommended by Parliament's powerful inter-party Committee of Public Accounts.

In a report published last week, it told the Government it was disturbed to find that, owing to miscalculation, the present toil would never pay off the State £14.7m loan on the bridge, supposed to be wiped out within 30 years.

In addition, the committee was concerned to discover that, many months after the period of severe restraint on pay and prices had ended. no agreement had yet been reached about an increase.
